About the Position:

An integral member of the management team, the Chief Financial Officer (CFO) contributes to the development of NeighborGood Partners’ strategic goals and objectives, as well as the overall management of the organization. The CFO ensures that all financial operations run smoothly and efficiently. The CFO is responsible for all fiscal activities of NeighborGood Partners, to include development and monitoring of financial policies and procedures, development and maintenance of operational and capital budgets, and ongoing analysis of revenue receipt and generation. This includes nonprofit accounting/general software program, payroll, accounts payable and receivable, record keeping and documentation, maintenance and reconciliation of various accounts, federal and state reporting, and preparation of financial reports, vouchers, and invoices.  The CFO monitors, directs, analyzes, and reports the financial and operations environment to the Executive Director and Board of Directors.

Supervisor: Executive Director

Location: This position will be based in NeighborGood Partners’ Dover, DE office.

​

Duties and Responsibilities:

​

NeighborGood Partners’ Management Duties:​

  • Carry out the operations of the accounting and financial function as set forth by the Executive Director.

  • Participate in the management, planning, budgeting, and fiscal oversight of NeighborGood Partners as a member of the management team, advising the Executive Director in all matters.

  • Entrusted with financial approvals and check signing.

  • Responsible for hiring, supervising, planning, and being team leader for the Finance Team, consisting of one or two Finance Assistants.

Finance Office Duties:

  • Use MIP/Abila nonprofit accounting ledger and payroll software to:

    • Yield a complete and reconciled general ledger.

    • Prepare payroll requests and checks, compute deductions, maintain earnings records, and pay payroll taxes on time.

    • Prepare payment requests and checks with documentation and reconciliation to pay vendors.

  • Verify accuracy of travel expense reports, vendor invoices, and receipt of purchases.

  • Prepare and certify financial reports to funding sources, management team and Board of Directors.

  • Prepare for annual audits that yield a final report with no major findings.

  • Responsible for compliance with cost principles of applicable OMB circulars.

  • Prepare indirect cost proposals and maintain an indirect cost allocation system.

  • Work with management team to prepare budget projections and develop budgets, track revenue and spending patterns, and produce internal fiscal reporting.

  • Prepare and lead quarterly finance meetings for management team and supervisors.

  • Responsible for all investments of NeighborGood Partners.

  • Prepare IRS Form 990.

  • Prepare monthly vouchers and quarterly vouchers as necessary.

  • Interact with Loan Fund Director or designee related to items such as wiring resources for loan closings and draws, status of risk ratings and potential charge-offs, and impact of Loan Fund financial actions on the bottom line of the organization.

  • Alert the Executive Director immediately of any financial issues, irregularities, or crises that could negatively impact the organization.

General Responsibilities:

  • Maintain working knowledge of nonprofit accounting standards, appropriate IRS regulations and OMB federal circulars and regulations.

  • Accomplish all activities in a timely, complete, and accurate manner.

  • Ability to interact extensively with organization’s staff.

  • Maintain professional quality written communication via correspondence, memos, emails, and reports.

  • Maintain professional quality oral communications.

  • Maintain memberships in appropriate professional organizations.

Qualifications:

​

  • Bachelor’s degree in accounting or business with a concentration in accounting. Master’s degree and/or CPA designation preferred.

  • Minimum of five (5) years of full-charge accounting experience.

  • Three years’ experience managing the financials as a Controller/CFO; preferably with a high growth non-profit organization.

  • Experience with direct and indirect cost accounting, cost reporting and revenue cycle management.

  • Must be bondable.

  • Experience with MIP/Abila accounting software preferred.

  • Excellent computer skills, including word processing, spreadsheet, and database management.

  • Proven interpersonal, organizational, team and customer service skills.
