About the Position:
The Self-Help Housing Specialist is responsible for the provision of training and technical and management assistance to prospective, new, and operating nonprofit grantees located in the Northeast and Midwest 21-state region. Services are provided in the areas of application development, housing development planning, participant recruitment, Rural Development (RD) Sect. 502 direct mortgage loan packaging, construction management, land acquisition and development, RD Sect. 523 grant and fiscal management, and policies and procedures, etc. Travel is a part of this job.
A preferred candidate would have real estate development and nonprofit organization experience and knowledge of State and Federal financing opportunities.

Supervisor: Self-Help Housing Director

Salary Range: $60,000+ commensurate with experience.
​
Location: This position will be based in NeighborGood Partners’ Dover, DE office or remotely within NeighborGood Partners’ 21-state region.

Duties and Responsibilities:
​
Self-Help Housing Contract Duties
-
Carry out the operations of the USDA Rural Development Self-Help Technical and Management Assistance (T&MA) Contract as set forth by the Executive Director and Self-Help Housing Director.

Provide housing development and capacity building training and technical assistance to grantees in the region with the goal of increasing production and achieving self-sufficiency. Includes application and proposal development in conjunction with grantees.

Participate fully in contract activities such as: providing information, monitoring organizations, facilitating and leading quarterly review meetings, planning and conducting workshops/conferences, visiting and evaluating construction sites, review of fiscal and management operations, reviewing applications, problem resolution, meeting with Boards of Directors, meeting with state and local Rural Development personnel, and providing training in all aspects of the self-help housing program.

Conduct regular program and organizational assessments of grantees as required.

Develop and maintain contacts region-wide and interact regularly with grantees, Rural Development, regional and national organizations, and other housing resources.

Be fully knowledgeable of Rural Development’s 523 grant and 502 mortgage programs as well as other appropriate regulations. Develop a working knowledge of other housing resources that can empower grantees to build their capacity and achieve their goals.

Participate in the development of training materials and the Self-Helper newsletter.

Respond to requests from grantees for training and technical assistance in a prompt and helpful manner tailoring training and information to best address their needs.

Respond to requests from grantees and Rural Development for training and technical assistance on SHARES, an internet-based reporting program.

Develop monthly status reports on self-help housing programs throughout the region and any other reports that may be requested by NeighborGood Partners or Rural Development.

Other Tasks as Assigned

Fulfill other tasks and special projects as assigned by the Self-Help Housing Director or Executive Director.
General Responsibilities

Position requires substantial local and overnight travel throughout NeighborGood Partners’ 21-state region.

Report activities/accomplishments to supervisor and funding sources in a timely, complete, and accurate manner.

Maintain professional quality written communication via correspondence, memos, newsletter articles, proposals, and funding requests.

Maintain professional quality oral communication and presentations in training, workshops, calls, virtual meetings, etc.

Work individually with diligence and with appropriate team to accomplish established work plan and objectives.

Maintain memberships in appropriate professional housing organizations.

Attend training at conferences and webinars to continually improve content knowledge.

Qualifications:
-
Bachelor’s degree in appropriate field or Associate’s degree with three (3) years of equivalent work experience with a nonprofit, social service, or government agency.

Minimum of three (3) years of housing delivery, services, or technical assistance experience.

Experience with real estate development is a plus.

Employee must maintain a valid driver’s license and automobile insurance for required travel.

Excellent verbal and written communication skills.
-
Good mathematics, budget, and economic skills.

Empathy and understanding for low-income people and the difficulty attaining decent, affordable housing.

Demonstrated ability in Microsoft Office and other appropriate software.

Courteous and business-like manner in dealing with public and co-workers.
